what a wonderful doggie.
she has a couple of issues though.....
1). she licks her self NON- STOP!!
2) her ears have a fowl smell. and also make a clicking noise wene you open them up..
whats up with that??

3).she is kinda loosing hair under her arms and back legs.
what causes that & how do i fix it?

well that is mostly the problems she has.
please help me out.

She probably needs to see a vet. Start with ears. The odor your describe usually means a yeast infections expecially if there is brown or yellow "wax" in them. The clicky sound could just be from the infection when you open up the ear. Home treatments rarely work for bad infections. If it doesn't clear quickly consider getting a culture done by the Vet. This will determine which bacteria (out of many possibilities) is causing the infection and what is effective in treating it.

The itching could be from many causes, usually it's from allergies. But it can also be microscopic bugs, disease processes, dryness, etc. I always add fish oil to my dogs food to promote better skin health. If it's allergies I like to use Gentocin spray (vet product) Very effective topical treatment.

For the hair loss, it could be any of the above, but it could be thryroid. Is the skin darker in the belly and under the arms? Thyroid is a relatively inexpensive test and pugs often have low thyroid. The medication is not real expensive. My Vets tend to give my pugs thryroid medicine even if they are at the low end of normal. They seem to do well on it. Thyroid affects many of the body systems so its a good idea to keep an eye on it.
