Henry did this too as a puppy.  At this time, I lived in an apartment as well.  Eventually, I just phased the potty pads out completely and he was able to hold it all day.  I tried tape, maybe not generously enough, but it didn't help.  In fact, it gave him more of a challenge and thus, the shredding continued.

We had a frame for Hektor's pee pads, it held it down, but he never took to it, so we stopped using it. I have heard that the Ugodog is very good, something to think about.

Ugodog is fantastic.

I have one, the only problem with a male dog is the lifting leg thing. eventually you dont evern need the pads anymore.

my buggy use to pick them up and carry them off when he was a pup i always kept it in the same place on my kitchen floor so one day i got out my duct tape and made a frame around it needless to say it didn't go anywhere although it ticked him off  a little lol.Or now they have that potty patch as everyone sais if you want to try that.

try a wizdog thats what i use or ugodog is another there is a grate on top so they cannot chew up the pads

I was going to suggest to perfect potty patch or whatever that fake grass thing is or they make one kind of like that but you put a potty pad in it and it has a rim around it so the edges of the pad are covered.

I would say her chewing on the pad is just a puppy thing, but as for helping you with house breaking in an apartment, I am not sure.  You could try one of those fake grass things that look like of like a litter box, they say they work.

How old is she? Maybe try taping or weighting the pads down in a plastic cat litter box? Most puppy pads come with some sticky stuff on the back...:)
