My pug's breathing sounds like breathing when your nose is stuffed up or runny, kinda wet? I read that signs of a cold would be coughing/sneezing but I dont know if this is normal? 
She has sneezed  a few times and it has been cold in our area. Is this just the way pugs sound?

Sounds probably normal.  But if he/she sounds rattlely in the chest then should see your vet.  Pugs sneeze, snore, snot and all kinds of noises.  They do this backwards cough thing that kinda sounds and looks like an ashma attack.  Totally normal just massage puggies neck and throat a little if this happens and it will.  Pugs normal breathing is most definately louder than other dogs.  Hope this was helpful.
As pugs can catch colds i would have her checked out just to be on the safe side it's hard with this crazy weather we've been having i always make sure mine are bundled up when going out and my home is very warm as they also take supplements so far they have been healthy thank goodness.Hope she feels well soon.
Agree with everything that others have said, if she doesn't sound normal, have her checked.
Thing is, my hubby said that's the way pugs sound. Maybe I never noticed before, but I would think I know my baby!
