I have a female pug she is 6 months now and the other week she came up with a rash under her chin on her neck and where it was irritating her she scratched it abit and bled.
i put some antiseptic cream on her neck and it calmed down alot and dryed it up but before all that she had little scabs on her neck and back i checked her for fleas and there were none at all.
i phoned the breeder who i got her from and asked what flea treatment she used and told me and where she put it and the flea treatment was cheap crap but i'm not sure if it was that or not.
she is ok now but i have no idea what it was and if any one knows please could they let me know or if any way has come across this before.

It's a long shot, Lauren. As rashes can be caused by several things. Pugs are known to be extremely sensitive and they easily develop skin irritations and allergy.
You can read the article on Skin Diseases, here, to learn more on the subject . But I strongly suggest you to see a vet for a detailed check. I don't think the rash can be caused by any flea treatment.
